Under Oregon State building code, in certain circumstances,* residential EV charging stations can be installed through minor labels by licensed electricians. In this case, an electrician can use one of the minor label stickers for the installation. One out of every ten installations will be inspected by a building inspector. This will allow a licensed electrician to avoid the online permitting process.
* This applies only to one- and two-family dwellings for installation of a new branch circuit limited to 40 amps 240 volts for the purpose of installing a wall mount EVSE in the garage within sight and 50 feet of the electrical panel. This does not apply to wet or damp locations. See ORS311.065 (6) in accordance with OAR 918-282-0010.
